KIE: "Public man-made death," death from war, political violence, and their attendant privations, should be monitored, nation by nation, to expose to public view national responsibility for a major loss of human life and thereby encourage its reduction. Although statistics concerning man-made death would be difficult to assemble because of government resistance, their comparison to disease mortality statistics would identify epidemic disease with developing nations and man-made mortality with "advanced" nations, providing useful information for the provision of national and international aid for its alleviation and, at the very least, giving people a basis against which to judge the claims of felicity of rival political systems.
