Patterns of reported child abuse and neglect
Abstract
Confirmed reports of abuse and neglect logged in a large state registry file from 1977 to 1984 are analyzed. Boys tend to sustain more frequent and more serious injuries. Victims of male perpetrators tend to sustain more serious injuries. A modest same-sex perpetrator/victim pattern is revealed for physical abuse; males are more likely to physically abuse boys while females are more likely to physically abuse girls. Among younger victims (aged 12 and younger) boys outnumber girls in all reporting categories except sexual abuse. Among adolescent victims, female victims greatly outnumber male victims in all reporting categories. Similarities between adolescent physical abuse and spouse abuse are noted; males are are the predominant perpetrators and females the predominant victims. As expected, victim age emerged as a strong predictor of severity of physical abuse injury. Several other factors including social isolation, mental health problems, lower income, and unemployment of the father are identified as modest predictors of severity.

Au Colorado, on a mis sur fiches de 1977 à 1984 les rapports vérifiés ou les accusations vérifiées de sévices et négligences à l'égard d'enfants. Il apparait que d'après ce matériel que les garçons subissent des traumatismes plus sérieux, plus fréquents et plus grave que les filles. Dans les violences physiques, il y a une certaine relation entre le sexe de la victime et le sexe de l'agresseur qui a tendance à être le même; c'est-à-dire que les agresseurs masculins ont plus tendance à se déchaíner sur des garçons tandis que les agresseurs féminins ont plus tendance à battre les fillettes. Parmi les victimes les plus jeunes, c'est-à-dire âgées de moins de 2 ans, dans toutes les catégories sauf dans les sévices sexuels, on trouve plus de garçons que de filles. Par contre, parmi les adolescents, les victimes de sexe féminin sont plus nombreuses que celles de sexe masculin dans toutes les catégories. Il existe une similitude entre les sévices physiques exercés sur des adolescents et les sévices à l'égard d'épouses. De façon prédominante le sexe mâle est l'agresseur et le sexe féminin la victime. Comme on pouvait s'y attendre, l'âge de la victime détermine dans une large mesure la gravité des sévices physiques. D'autres facteurs tels que l'isolement social, les problèmes de santé mentale, les difficultés financières et un chômage du père sont également des prédicteurs modestes de blessures non accidentelles graves. L'article est une analyse exploratoire de rapports certifiés véridiques de sévices ou négligence à l'égard d'enfants qui ont été inscrits dans le registre centralisé de l'état du Colorado. L'accent est mis premièrement sur les scénarios en fonction du sexe et secondairement sur les facteurs prédisants la gravité des sévices. On a mis l'accent sur les cas de sévices physiques dans l'analyse des données. Lorsqu'on utilise une base de données provenant d'une institution publique, on s'expose à certains biais. Il est évident par exemple que l'étude est limitée à des cas authentifiés publiquement. Finkelhor, Gelles, Hotaling et Strauss nous rappellent qu'une étude fondée sur des cas identifiés publiquement tendent à prêter à confusion entre la cause et la dénonciation. En plus, chaque cas individuel ne peut pas être analysé en profondeur. Par contre, il y a des avantages à une telle méthode, la grandeur de la cohorte facilite toutes les approches statistiques. En plus comme approximativement le 95% des cas présents dans le registre y ont été mis par des unités de services de protection de l'enfance publiques, on peut tirer des généralisations à partir de ces données sur le travail de ces unités. L'article se range en tant que position intellectuelle à celle suggérée par Pelton, qui a souligné que les études en petit nombre mais intensives et les études en grand nombre ont chacune leurs mérites et se complètent utilement l'une et l'autre.
Resumen
Se hizo un análisis de los reportes confirmados de abuso y negligencia registrados de 1977 a 1984 en los archives del estado de Colorado, Estados Unidos. Los varones tienden a sufrir heridas más frecuentemente y de mayor seriedad. Las víctimas de hombres tienden a sufrir de heridas más serias. Con respecto al abuso físico, los hombres tienden a abusar a los niños y las hembras a las niñas. Entre las víctimas de menos de 13 años los niños exceden a las niñas en todas las categorías excepto el abuso sexual. Entre los adolescentes, las víctimas femeninas tienden a exceder la víctimas masculinas en todas las categorías. Semejanzas entre el abuso físico de adolescentes y el abuso matrimonial son señaladas, en ambos los hombres predominan como perpetradores y las mujeres como víctimas. Mientras más jovenes las víctimas más severas tienden a ser las heridas. Varios otros factores inclyendo el aislamiento social, problemas psicólogicos, bajos ingresos, y desempleo del padre fueron identificados como pronosticadores modestos de heridas severas.

What predicts injury from physical punishment?. A test of the typologies of violence hypothesis
2008, Child Abuse and NeglectCitation Excerpt :Findings of previous studies have demonstrated that child age and perpetrator sex are the most consistent predictors of injury severity in cases of child physical abuse. Younger children and victims of male perpetrators are at greater risk for severe physical injury (Anderson et al., 1983; Bergman et al., 1986; Daley & Piliavin, 1982; Jason & Andereck, 1983; McCurdy & Daro, 1994; Rosenthal, 1988; Seaberg, 1977). It is, therefore, surprising that these variables did not predict injury in the present study.
This study examined the power of child, perpetrator, and socio-economic characteristics to predict injury in cases of reported child physical abuse. The study was designed to assess the validity of the assumption that physically injurious incidents of child physical abuse are qualitatively different from those that do not result in injury, that their generative factors are distinctive, and that the quality of caregiving in these two types of incidents is different.
A weighted, nationally representative sample of 8,164 substantiated punishment abuse cases in Canada was used. Various models were constructed and evaluated through logistic regression.
Of six potential predictors – child age, perpetrator sex, child functioning, parent functioning, economic stress, and social stress – none predicted injury to the child.
The findings suggest that injurious and non-injurious physical abuse cannot be distinguished on the basis of the personal characteristics or circumstances of the child or perpetrator.
A common criterion for child welfare intervention into cases of suspected physical abuse is injury or risk of injury. This criterion assumes that injurious and non-injurious assaults are qualitatively different phenomena, predicted by different risk factors. In the present study an attempt was made to differentiate between injurious and non-injurious cases of punitive physical abuse on the basis of characteristics of the child, perpetrator, family, and social context. None of these factors explained the likelihood of injury, suggesting that the prediction of injury as an intervention criterion may be questionable.
Physical abuse during adolescence: Gender differences in the adolescents' perceptions of family functioning and parenting
2008, Child Abuse and NeglectCitation Excerpt :This finding is especially important since the vast majority of CPS-documented reports for boys and for girls in our sample related solely to fathers. Wolfe (1991) and Rosenthal (1988) stated that abuse suffered at the hands of fathers was more likely to lead to physical injury and, therefore, increased the likelihood of CPS documentation of abuse. It appears that the physical abuse by mothers, while often not leading to CPS case documentation, may be almost as frequent as the physical abuse received from fathers, particularly for girls.
To examine the relationship between physical abuse of adolescents and parenting by mothers and fathers and whether the association differs by gender.
Subjects were adolescents, 51 girls and 45 boys, documented by Child Protective Services (CPS) as physically abused during adolescence. Comparison subjects were non-abused adolescents, 47 girls and 48 boys, from the same suburban communities. Subjects completed the following: Family Adaptability and Cohesion Evaluation Scale, Parental Bonding Instrument, modified Conflict Tactics Scale (assessing physical abuse/punishment by each parent).
Although CPS generally cited fathers as the abuse perpetrators, abused boys and girls often reported experiencing physical maltreatment from both parents. Not surprisingly, comparison subjects rated parents more positively than abused subjects. For both groups, mothers were perceived as more caring and less controlling, were reported to have closer relationships with their adolescents, and were less likely to use abuse/harsh punishment than were fathers. Differences between the adolescents’ perceptions of mothers and fathers were more pronounced for abused than for comparison subjects. Boys’ and girls’ perceptions of parenting were generally similar except that girls, especially the abused girls, reported feeling less close to fathers. Abused girls also viewed mothers as less caring than the other groups viewed mothers. Abused girls were also less likely than abused boys to perceive that either parent, but particularly fathers, had provided them with an optimum style of parenting.
Adolescents who experienced relatively mild physical abuse reported dysfunctional family relationships, which may place them at risk of poor adult outcomes. Adolescents’ reports suggest that CPS reports may underestimate physical maltreatment by mothers.

1998, Child Abuse and NeglectObjective: To identify demographic, family, parent, and child factors prospectively associated with risk for child abuse and neglect among families in the community, using data on child maltreatment obtained from both official records and youth self-reports.
Method: Surveys assessing demographic variables, family relationships, parental behavior, and characteristics of parents and children were administered to a representative sample of 644 families in upstate New York on four occasions between 1975 and 1992. Data on child abuse and neglect were obtained from New York State records and retrospective self-report instruments administered when youths were ≥ 18 years old.
Results: Logistic regression analyses indicated that different patterns of risk factors predicted the occurrence of physical abuse, sexual abuse, and neglect, although maternal youth and maternal sociopathy predicted the occurrence of all three forms of child maltreatment. In addition, the prevalence of child abuse or neglect increased from 3% when no risk factors were present to 24% when ≥ 4 risk factors were present. State records and self-reports of child maltreatment did not correspond in most cases when maltreatment was reported through at least one data source, underlining the importance of obtaining data from both official records and self-reports.
Conclusions: Assessment of a number of risk factors may permit health professionals to identify parents and children who are at high risk for child maltreatment, facilitating appropriate implementation of prevention and treatment interventions.
Objectif: Identifier les facteurs démographiques, et ceux liés à la famille, aux parents et à l’enfant, associés de façon prospective au risque de maltraitance et de négligence parmi les familles de la communauté, à partir des données sur la maltraitance à partir des sources officielles et des auto-signalements de jeunes.
Méthode: Un échantillon représentatif de 644 familles à New York a fait l’objet à 4 reprises entre 1975 et 1992 d’études évaluant les variables démographiques, les relations familiales, le comportement parental, les caractéristiques des parents et des enfants. Les données sur la maltraitance ont été obtenues à partir des données de l’Etat de New York et de tests rétrospectifs auto-administrés appliqués à des jeunes de 18 ans ou plus.
Résultats: Les analyses logistiques régressives indiquent que différents types de facteurs de risque prédisent la maltraitance physique, l’abus sexuel et la négligence, bien que le jeune ǎge et la sociopathie des mères étaient des facteurs prédictifss pour les 3 formes de maltraitance. La prévalence de la maltraitance ou de la négligence augmente de 3% sans facteur de risque à 24% lorsque 4 facteurs de risque ou plus sont présents. Les données de l’Etat et les auto-signalements de maltraitance ne correspondaient pas dans la plupart des cas où la maltraitance avait été signalée à partir d’une source au moins, soulignant l’importance de la récolte de données à partir de sources officielles et d’auto-signalements.
Conclusion: L’évaluation d’un certain nombre de facteurs de risque peut aider les professionels de la santé à identifier les parents et les enfants qui présentent un risque élevé de maltraiter leur enfant, facilitant ainsi l’organisation d’interventions préventives et thérapeutiques.

Método: Se les administró en cuatro ocasiones entre 1975 y 1992, a una muestra representativa de 644 familias del estado de Nueva York encuestas evaluandovariables demográficas, de las relaciones familiares, la conducta parental y las caracterı́sticas de los padres y los hijos. Los datos sobre el abuso y la negligencia a los niños se obtuvieron de los nuevos récords del estado de Nueva York e instrumentos de auto-reportes retrospectivos administrados cuando los jóvenes tenı́an 18 años de edad o mayores.
Resultados: Análisis logı́sticos de regresión indicaron que los diferentes patrones en los factores de riesgo predecı́an la ocurrencia de abuso fı́sico, abuso sexual y negligencia; a pesar de que la maternidad joven, la maternidad y la sociopatı́a maternal predecı́an la ocureencia de todas las tres formas de maltrato a los niños. Además, la prevalencia del abuso o la negligencia a los niños aumentaba en 3% cuando estaban presente factores de riesgo al 24% cuando estaban presente cuatro o más de los factores de riesgo. Victims of child abuse and neglect in the U.S. Army
1997, Child Abuse and NeglectObjective: The two main objectives of the study were: (1) to contrast child maltreatment victim rates in U.S. Army and civilian populations; (2) to identify the demographic characteristics of Army children at increased risk for the following types of child maltreatment: major physical abuse, minor physical abuse, emotional maltreatment, sexual maltreatment, and neglect.
Method: This study presents a descriptive analysis of child maltreatment victims in the United States Army during the years 1992 and 1993. Data on all substantiated child maltreatment cases in the Army Family Advocacy Central Registry were obtained from the Army Medical Department's Patient Administration System and Biostatistics Activity. Rates of abuse for demographic subsets of the population were calculated and compared.
Results: Major findings include the following: The overall rate of child maltreatment appears to be lower in the Army than in the general population. Rates of neglect were markedly lower in the Army population. Young children and children with lower ranking sponsors were at greatest risk for major physical abuse and neglect. Boys were neglect victims more frequently than girls. Teenage girls were the highest risk group for minor physical abuse, emotional abuse, and sexual abuse. At younger ages, boys had greater risk of minor physical abuse, while girls again had greater risk of sexual abuse.
Conclusions: The Department of the Army sponsors an extensive program of child abuse prevention initiatives. This program may be strengthened by emphasizing prevention services to the identified high risk groups.

Méthode: Cette étude présente une analyse descriptive d'enfants victimes de mauvais traitements dans l'armée américaine au cours des années 1992 et 1993. Des données portant sur tous les cas de maltraitance prouvés figurant au registre d'aide familiale de l'armée ont été obtenues au moyen du système administratif et des biostatistiques de la direction médicale de l'armée. Les auteurs ont comparé les taux de maltraitance des groupes démographiques.
Résultats: Les constats principaux sont les suivants: (1) le taux de maltraitance semble moins élevé chez les militaires que dans la population en général, la négligence y étant de beaucoup inférieure. Les jeunes enfants et les enfants dont le parent militaire avait u statut social inférieur étaient à risque plus élevé. Les garçons soffraient plus de négligence que les filles. Les adolescentes étaient plus aptes à etre victimes de mauvais traitements physiques mineurs, de mauvais traitements affectifs et d'abus sexuels. Parmi les plus jeunes, ce sont les garçons qui sont les plus aptes à subir des mauvais traitements physiques, tandis que les fillettes sont plus aptes à etre victimes d'abus sexuels.
Conclusions: La direction médicale de l'armée parraine un programme considérable d'activités pour prévenir les mauvais traitements. Le programme aurait avantage à renforcer ses services de prévention orientes aux groupes à risque élevé.
Objetivo: Los dos objetivos principales del estudio fueron: (1) contrastar las tasas de víctimas de maltrato infantil entre población civil y poblacion de la Armada de USA y (2) identificar las características demográficas de los niños de la Armada con un mayor riesgo para los siguientes tipos de maltrato infantil: maltrato físico grave, maltrato físico leve, maltrato emocional, abuso sexual, y negligencia.
Método: Este estudio presenta un análisis descriptivo de las víctimas del maltrato infantil entre la población de la Armada de USA durante los años 1992 y 1993. Los datos de todos los casos corroborados de maltrato infantil del Registro Central del Programa de apoyo familiar de la Armada fueron obtenidos a partir del Sistema Administrativo de Pacientes del Departamento Médico de la Armada y del Sistema de Actividad bioestdística. Se calcularon y compararon las tasas de maltrato para cada uno de los subgrupos demográficos de la población.
Resultados: La tasa total de maltrato infantil aparece como más baja en la Armada que en la población general. Las tasas de negligencia fueron marcadamente más bajas en la población de la Armada. Los niños más jóvenes y los niños con “padrinos” de menor rango estaban en un riesgo más alto de maltrato físico grave y de negligencia. Los niños fueron más frecuentemente víctimas de negligencia que las niñas. Las chicas adolescentes fueron el grupo de más alto riesgo para el maltrato físico leve, maltrato emocional y el abuso sexual. En los grupos de edad más jóvenes, los niños tuvieron un resgo mayor de maltrato físico leve, mientras que las niñas nuevamente tuvieron un riesgo mayor de abuso sexual.

Child protection activities have typically focused on the character of alleged perpetrators to the virtual exclusion of the broad social context in which abuse and neglect occurs. Evidence of the stressful effects of environmental circumstance on adults in disadvantaged families is substantial. Overwhelming social forces that act on parents with few resources or skills with which to cope and adapt can produce violent tendencies that lead to the mistreatment of their children. There is established theory to guide the design and implementation of programs sensitive to the potentially strong environmental influence of the behavior of abusive and neglectful family members.
