This medical occurance may be due to an allergic reaction to medication. Although the picture does not look like hives, the symptoms of ichiness and red, tender palms is a sign of an alergic condition usually related to common chemist materials, (eg. ammonia, iodine, iodide, pH and Alkalinity related substances etc...) Just my 3 cents, as noted above.
