Deprivation versus Importation: ein Erklärungsmodell für die Zunahme von Suiziden in Haftanstalten

Es ist bis heute eine ungeklärte Frage, ob die erhöhten Suizidraten in Gefängnissen der Vulnerabilität der Gefangenenpopulation zugeordnet werden können oder auf die belastenden Situationen innerhalb der Gefängnisse zurückzuführen sind; ob also das Suizidrisiko der Persönlichkeitsstruktur der Inhaftierten oder aber der Art der Inhaftierung, dem Gefängnis attribuiert werden kann. Diese Fragestellung wurde in der Literatur als Problem von Importation versus Deprivation beschrieben. Diese Arbeit möchte einen Beitrag zur Klärung dieser Frage gemessen an den österreichischen Verhältnissen geben. Untersucht wurden alle Suizide in allen österreichischen Haftanstalten zwischen 1947 und 1999 (n = 410), um zu zeigen, ob in diesem Zeitraum eine Veränderung der Suizidhäufigkeit nachzuweisen ist.

Die Zunahme von Suiziden und der Suizidrate in Österreichs Gefängnissen innerhalb der letzten 50 Jahre ist signifikant, mit einem eindeutigen Anstieg ab 1975, dem Jahr, in dem die große österreichische Strafrechtsreform in Kraft trat. Die Implikationen der Strafrechtsreform werden erläutert und Veränderungen bezüglich Deprivation und Importation beschrieben. Anhand der Resultate werden mögliche Erklärungen für eine dynamische Entwicklung diskutiert und Implikationen für notwendig gewordene Suizidpräventionsprogramme innerhalb der Gefängnisse vorgeschlagen.

Deprivation Versus Importation: A Model Explaining the Increase of Suicide Rates in Custody:

High suicide rates in jail, lock-up or prison settings have given rise to a debate about whether suicides result chiefly from the type of people confined, or from the types of places they are confined in, the types of confinement. This is summarily framed by the terms of an associated debate in criminology, between importation and deprivation theory.

This paper describes the importation versus deprivation theory, concerning the circumstances in Austrian prisons and jails. The article reports on all completed suicides over the period from 1947 to 1999 (n = 410).

The increase of suicide rates in Austrian jails and prisons is significant over the last fifty years. While the rate was stable between 1947 and 1975, we have a significantly increasing rate since 1975. In 1975 there was an important legislational reform of the criminal law in Austria. The implications of this reform are discussed in the light of the importation/deprivation theory.
